Protecting Every Child: Mandatory Reporting, Professional Responsibility and Interdisciplinary Collaboration

Abstract

The Mandatory Reporting of Child Abuse Ordinance (Cap.650) imposes a statutory duty on specific professionals in healthcare, education and social welfare to report suspected serious child abuse as soon as practicable. This seminar equips participants with a clear understanding of their legal obligations and practical strategies for interprofessional care management. Through case-based scenarios, participants will explore how to identify red flags of serious child abuse. At the end of the seminar, attendees will be able to articulate their professional responsibilities under the new law, demonstrate confidence in making decisions on reporting, and contribute to a coordinated, child-centered response that strengthens Hong Kong’s safety net for every child.

Biography

Professor Queenie See is a Clinical Assistant Professor of Practice in the Department of Paediatrics and Adolescent Medicine, School of Clinical Medicine, The University of Hong Kong. She specialises in Paediatric Endocrinology and has served as the Medical Coordinator on Child Abuse for the Hong Kong West Cluster (HKWC) since 2022. In this role, she represents HKWC within Hong Kong’s territory-wide mandatory reporting framework for child protection and works closely with the Social Welfare Department through regular multidisciplinary case conferences. Together with social workers, clinicians, and allied health professionals, she contributes to the implementation and ongoing refinement of workflows for the mandatory reporting of suspected serious child abuse. Beyond her hospital-based child protection work, Professor See has established and leads an outreach paediatric service for children residing in Mother’s Choice, a local charity supporting vulnerable children without safe, loving, and permanent homes. This service extends specialist paediatric input and safeguarding oversight to a high-risk population in residential care, aligning clinical care with broader child welfare objectives.

Managing the Patient, Not Just the Tooth - Clinical Empathy and Communication in Dental Practice

Abstract

Modern dental education and specialist training excel in diagnostic precision, mechanical excellence, and operative efficiency. However, a sole focus on technical execution of teeth risks obscuring the complex lived experience of the person in the chair. Drawing upon a spectrum of challenging clinical scenarios, from acute dental trauma to severe systemic illness, this session illustrates how oral conditions extend beyond pulpal, periodontal, or hard-tissue pathology. Across different stages of life, compromised oral status and facial appearance carry profound symbolic weight, association with guilt, anxiety, and fear of social exclusion or loss of bodily autonomy. Grounded in literature from dental traumatology, paediatric dentistry, and medical anthropology, the presentation demonstrates how addressing patient agency, family dynamics, and therapeutic communication directly enhances clinical compliance, informs realistic treatment planning, and optimizes long-term outcomes. Furthermore, the seminar explores how adopting a relationship-centred posture amidst tight clinical schedules safeguards practitioner well-being and mitigates professional burnout. Ultimately, this presentation equips clinicians with a dual-lens approach, pairing technical mastery with clinical empathy and effective communication to elevate both patient care and professional fulfillment.

Biography

Dr Leon Hui is a Senior Clinical Practitioner in Paediatric Dentistry at the Faculty of Dentistry, The University of Hong Kong (HKU). He obtained his Bachelor of Dental Surgery (BDS) and Master of Dental Surgery (MDS) from the same institution, completing his specialist training in Paediatric Dentistry. Dr. Hui passed the Tri-Collegiate Examination to receive the Diploma of Membership in Paediatric Dentistry from the Royal Colleges of Surgeons of Edinburgh, England, and Glasgow. He is a Fellow of the College of Dental Surgeons of Hong Kong and the Hong Kong Academy of Medicine. Dr Hui brings a rich breadth of clinical experience across diverse sectors, having practiced within the Department of Health’s School Dental Care Service, private practice, and high-complexity tertiary care at the HKU Institute for Advanced Dentistry. A dedicated clinical educator at HKU since 2019, Dr. Hui actively contributes to undergraduate and postgraduate training. Driven by a deep commitment to dental pedagogy, his focus lies in refining clinical communication—mentoring students to master therapeutic dialogues, manage paediatric anxiety, and establish genuine trust with patients and their families. Beyond technical precision, Dr Hui is a passionate advocate for cultivation of meaningful clinical relationship and long-term oral health outcomes, empowering future practitioners to bridge surgical mastery with empathy to deliver holistic, patient-centred care.
